Nic’s hair plugs are very obvious here. Also, fair or not, this is not unusual and it happens everywhere. Someone offers you a job, you turn it down, and they don’t consider you again. It’s not like they had a preexisting friendship afaik. Maybe Nolan wanted him only for that particular project. It’s just business.

Josh Brolin mentioned something like on the Happy Sad Confused podcast. He turned down the Ed Norton role in Birdman, and whenever he runs into Inuritu at an awards show or something he just gives him a head nod and keeps walking. He would love to be in a film of his but he thinks that shipped has sailed.
