Since agent Kay didn’t actually see the chase and someone at MIB filled out the report for the chase for Jay, only agent Jay knows that he didn’t actually chase down a cephalapoid on foot.
This achievement impressed Kay, whom overrides Zeds objections to making him a Man in Black. His career is built on a lie.

I love this movie too, but he absolutely ran them down on foot. Just had some help with navigation
The Guggenheim has to count for something, though.
He totally chased down the Cephalopod on foot. They even caught up at the rooftop. By legal definition “on foot” just means “didn’t call for a car”, and you can’t quote me on that.
