“Why does this look like power rangers/beetleborgs” this is a genre known as Tokusatsu, the original genre for these action packed live action fighting shows like Sentai or in this case Kamen Rider (brought in the 90s over to the US as Masked Rider, it did not stick here though).
As opposed to the US, these yearly releases get movies in theaters whether they are a continuation, or just to promote/pass the baton to the next years installment. In this case, we are seeing a 25 year anniversary film for a 2001 installment of Kamen Rider Agito, a show that helped revitalize the Kamen Rider image in the 2000s.
These anniversary movies are a regular occurrence. For example, what we know as Power Rangers SPD (2005) is known in Japan as Dekaranger; which has had a 10-year and a 20-year anniversary movie.
