Haymitch Abernathy (Woody Harrelson) is shown to be an alcoholic throughout the film and especially when first introduced as he is shown spiking his own coffee and grabbing plenty of presumably alcoholic drinks. However, during the scene right before the screenshot, Haymitch is shown to have disdain to the rich of the Capitol City which in turn makes him want to mentor Catniss and Peeta to the best of his abilities, leading into this scene where a servant arrives to top off his drink, but while in mid-sentence, he covers his in order to decline the refreshment.
