Both men (not just the Irish one-legged man) were later seen guiding the Fishes. The first hustler is identifiable by the two horizontal patterns on his shirt.

Previous posts only pointed out the Irish one-legged hustler but it appears that both were working in cahoots!

Also when Theo stumbled into the apartment building, a heavily wounded man reaches out to him for help. I believe this is Ian, (identifiable by his glasses and coat), one of the Fishes who previously tailed Theo on the train.
