Films are an artistic medium.
Artistic media can often be edited, even after the fact.

To answer that question, we have to go back to George Lucas’ hatred for his ex-wife that ran so deep that the Library of Congress will never have an accepted version of A New Hope.

Brother, George Lucas famously redid/updated all of the old VFX to all of the original films in the mid 2000’s. Many people have been petitioning for them to replace the updated VFX with the original.
Just go find an old VHS tape and it will be the older BETTER vfx from the originals.

So you’re asking us to make the retcon make sense? We can’t.
Arguments have been made that they changed it to Hayden because “Anakin died on Mustafar”. Okay, cool. He didn’t look like that when he “died”. Wind it back then. He died the moment he was knighted by Palpatine. Okay, maybe, but he wasn’t dressed like that when it happened.
And even if you can chose how you appear to people as a ghost, why? For Luke’s benefit? He’s never seen his father look like that. Luke is looking at Yoda, Ben and some dude.
But reconcile with that but then circle back to “he looks like he did when Anakin died”. Didn’t Anakin “come back” to defeat Palpatine, in a sense? Surely the arc of his redemption that he got to die on the Death Star as Anakin, looking at his son, and continuing to never really give a fuck about his daughter if we’re honest.

This is a relatively well-known and controversial change that was done for the early 2000’s rerelease of the movie. In the original, the actor that was under the prosthetics for Vader appeared there instead.

TIL there are people who don’t know that the original trilogy movies they can watch today have significant changes from when they were released.
Honestly thought this was common knowledge.

Did you ever hear the tragedy of Georth Plucas The Wise? I thought not. It’s not a story Disney would tell you.

George Lucas had to find a guy who looked like Hayden Christensen to film this scene back in 1983.
